Guwahati: First time, Assam celebrated the central Republic Day celebrations in the tea town of Dibrugarh.
Speaking on its significance, the Chief Minister said “Once shrouded in curfews and boycotts, Dibrugarh today stands as the centre of Republic Day celebrations in Assam. This remarkable journey reflects the strength and resilience of the world’s greatest republic – Bharat”.
Dibrugarh was once the nerve centre of insurgency and militancy for decades, routine calls for boycott ensured the town was literally in a lockdown on Republic Day and Independence Day.

Today’s successful completion of the 76th Republic Day is a testament that Assam is now a safe state for investors, tourists, visitors and its citizens, The colourful parade showcased the prowess of Assam police and exemplified the concept of Ek Bharat Shrestha Bharat. Performances capturing India’s diversity from Assam to Kerala were on display.
Chief Minister’s Speech Touched Upon 4 Broad Points
First, the declaration of Dibrugarh as a the second capital of Assam. A new complex of the Assam Legislative Assembly will be ready by 2027 and one sitting of the Assembly will be henceforth held in Dibrugarh.
Second, a new pension scheme has been announced for state government employees. Employees before 2005 will be covered under the Unified Pension Scheme, which includes 50% of the last drawn salary among other benefits. Employees thereafter will be under the old pension scheme. The new pension scheme has now been effectively rolled back.

Third, a Department of Start-Ups will be established to incubate, support and promote entrepreneurs based in the State. The Chief Minister outlined his vision that start-Ups will be the backbone of Assam’s economic renaissance.
Fourth, to celebrate the year of reading state government employees will be offered up to Rs 1000 a month to purchase books.
Further, in a move to protect Assam’s civilisational heritage the Chief Minister announced a Rs 3 lakh financial assistance program for 25,000 Naamghars in the State along with Rs 1500 monthly support to Bhokots.
Following the Republic Day celebrations at Khanikar Ground, the Chief Minister also laid the foundation stones for 4 new flyovers in the town which will be constructed at a total cost Rs 377 cr covering a cumulative length of 4.4 kms. Chief Ministers has committed to augment the town’s infrastructure as it gets ready to transform into a city and become Assam’s second capital.
